With overwhelming support from the NCME members and its leadership, the establishment of the Chinese/English Journal of Educational Measurement and Evaluation (CEJEME) is now well underway.  As you may recall from prior announcements, CEJEME is a joint publication of the National Council on Measurement in Education (NCME) and Beijing Normal University (BNU).  The mission of the Chinese/English Journal of Educational Measurement and Evaluation (CEJEME) is to share advances in scholarship and practice between China and the assessment and evaluation communities in the US and beyond.  To achieve its mission, CEJEME will accept submissions in Chinese as well as English, provide translation, and publish each accepted article in both languages so that all readers may benefit.

I felt incredibly fortunate and humbled to have been selected by the society to help lead the startup process of this new journal.  My counterpart at BNU is Professor Xin Tao, whom members of this society know well.  At UCLA I am supported by a talent editorial manager, Ms. Sijia Huang, and At BNU, Professor Xin Tao is assisted by an outstanding junior colleague, Dr. Chen Ping.  In the last several months, the editorial team has been busy with building the infrastructure of the journal.  I am only going to highlight a couple of them:

  • We now have a functioning journal website (https://www.ce-jeme.org/journal/). As you may recall, NCME and BNU has chosen to publish this new journal in an all-electronic format, with a self-publishing model.  All the papers will be freely accessible from anywhere by anyone.

  • We have developed relevant journal policy documents and submission guidelines, mirroring procedures governing other NCME publications and journals to ensure the high quality that is expected of a peer-reviewed journal published by NCME.

  • We have assembled a wonderful group of researchers on both sides of the Pacific to serve on our newly formed editorial board. You may find their names on the website.

  • We have received enthusiastic requests from individuals who are interested in serving on the translation committee – an innovative feature of this dual language journal – to help the editorial team with quality assurance in the translation process.

  • We have several requests out to prominent scholars to write articles for the inaugural volume of the journal. We already have one manuscript successfully submitted into the website!

None of this would have been possible without the strong support from the Board, the Publication Committee, and all the individuals involved.  We are especially indebted to Dr. Randy Bennett.  We still have a very long way to go, no doubt.  The entire editorial team will work very hard, but we believe a true measure of success of a new journal may be the active participation of NCME members, writing, reviewing, sharing, translating, and improving the journal as a platform for scholarly exchange.   Please join us in making history.
