NCME Executive Director 

Location: Remote with regular travel  

Position Type: Half-time (average 20 hours/week), three-year renewable contract 

 

About NCME 

The National Council on Measurement in Education (NCME) is a vibrant community of measurement scientists and practitioners working to advance theory and applications of educational measurement for the benefit of society. Our members span universities, testing organizations, government agencies, licensure and certification bodies, and industry, and include researchers, policymakers, and graduate students.

Position Summary 

NCME seeks an Executive Director (ED) to lead the organization in advancing its mission, nurturing a culture of excellence, and strengthening its role in educational measurement research, practice, and policy. 
 
The ED serves as NCME’s chief executive, reporting to the Executive Committee of the Board of Directors, and acts as an ex officio, non-voting member of the Board. This role requires a leader with vision, organizational savvy, and deep knowledge of educational assessment who can operate effectively in NCME’s lean operating model—where strategy is guided by the ED, and daily operations are carried out through a contracted Association Management Company (AMC). 

Key Responsibilities 

Strategic Leadership 

  • Provide vision and direction in alignment with NCME’s mission and strategic plans. 

  • Support the Board in focusing on governance and societal impact, while ensuring effective operational execution. 

  • Preserve continuity of NCME initiatives across leadership transitions. 

  • Represent NCME to members, partners, and the broader education and policy community. 

Organizational & Financial Stewardship 

  • Oversee financial management, budgeting, and fundraising in collaboration with the Budget and Finance Committee Chair and the AMC. 

  • Ensure fiscal health by adhering to Board-approved budgets and policies, with authority to manage contracts and expenditures within delegated limits. 

  • Explore opportunities for funding NCME initiatives aligned with organizational goals. 

Board & Committee Support 

  • Serve as a resource for the Board and committees, providing information, continuity, and ensuring appropriate administrative support. 

  • Enable volunteer committees and SIGIMIEs to operate effectively, while respecting Board governance structures and liaison roles. 

  • Work closely with the NCME President to plan all Board and Executive Committee meetings, oversee the production of board meeting materials, and provide regular progress reports on established priorities. 

Partnership & Outreach 

  • Strengthen NCME’s influence in educational assessment policy and practice. 

  • Build and sustain relationships with peer organizations (e.g., AERA, APA, ATP, CCSSO, ITC, NAGB, U.S. Department of Education). 

  • Serve as NCME’s spokesperson, representing the organization in alignment with Board-approved positions and consulting with leadership on sensitive issues. 

Association Management Company (AMC) Oversight 

  • Actively manage and oversee the work of NCME’s AMC operational partner. 

  • Provide clear direction and oversight to the AMC-staffed Director of Operations and other assigned team members, ensuring alignment with NCME’s priorities. 

  • Coordinate closely with the AMC through daily communications as needed, weekly check-ins, and monthly team meetings. 

  • Conduct annual performance evaluations of the AMC. 

Qualifications 

Required 

  • Doctoral degree in psychometrics, educational measurement, educational research, statistics, or a related field. 

  • Minimum of eight years’ professional experience in educational assessment, research, or higher education (e.g., testing organization, faculty role, licensure/certification, policy agency). 

  • Demonstrated senior leadership, organizational and financial management, and team-building experience. 

  • Strong written and verbal communication skills with a variety of audiences. 

  • Proven ability to work effectively in partnership with a board of directors and volunteer committees. 

  • Demonstrated experience managing external vendors or service providers 

  • Ability to travel approximately twice quarterly. 

Preferred 

  • Experience in education policy and/or advocacy related to assessment and measurement. 

  • Senior-level leadership in nonprofit or professional association management. 

  • Demonstrated experience with and/or service to NCME or related professional organizations. 

  • Chief executive and/or board level leadership experience. 

  • Familiarity with nonprofit governance best practices (e.g., BoardSource frameworks). 

Compensation & Term 

Half-time (average 20 hours/week) appointment. 

Contract length: three years, renewable by Board review. 

Compensation commensurate with experience, from 70K to 90K
